Illegal Since 2002, it has been legal in Minnesota for the general public to buy fireworks, but only those that don't explode or lift off the ground. Aerial devices such as bottle rockets, sky rockets, missiles, roman candles, aerial spinners, planes, parachutes, UFOs, chasers, mines, mortars and aerial shells are prohibited.
