Are Shroomish rare in Pokemon Ruby?
Shroomish is the only Grass-type to learn Wake-Up Slap via breeding despite not possessing hands. Shroomish is able to learn False Swipe via the Shadow Shroomish being purified in Pokémon XD yet it does not posses claws or other objects to slice with. It learns the move immediately after purification. Shroomish & its evolved form, Breloom, share their species name with Paras, Parasect, Foongus, Amoonguss. They known as Mushroom Pokémon. While Shroomish is not rare, they are not over populated.

About Pokemon Ruby
Pokemon Ruby is in the third generation of Pokemon games that released along with Pokemon Sapphire on March 19, 2003 for the Game Boy Advance. The gameplay and controls are nearly identical to the previous versions except for the addition of double battles and Pokemon abilities. Despite competing against the popularity of YuGiOh at the time, the games sold extremely well.
