Are there devices you can use to attach your sim to you're computer and make calls and text?
Google currently offers free SMS texting as part of GMail. It needs to be enabled from the settings page. Use the Ipad to access GMail to send texts. To make calls, you will need to use an application like Skype. The Ipad itself cannot make calls.
