As babies, our belly buttons are formed once our umbilical cords are cut and the area has healed up. In very rare cases, a baby's belly button can open back up before it has fully healed. Once the scar tissue has formed over the area, it is sealed.

They can be useful for telling identical twins apart when there are no other identifying marks.
