Can a learner's permit continue being renew in Texas after the age of 18?

Permit I don't think so, but I'm not positive. The Texas DMV info says this: If you are 16 and older not quite 18, the state will issue you a Phase Two provisional GDL as long as you can prove you completed a driver’s ed course. It doesn't explain what they do after age 18. The number for the Austin headquarters is (512) 424-2000. Thanks!
