Can a mentally retarded paraplegic pay a personal bill debt?
He definitely can, should he want to pay a bill, but if he legally isn't of sound mind, then he shouldn't legally be able to accrue such debt. I would check with the legal guardian of the person and the company that is charging the debt. ChaCha!
