Can a multi-year tenant, without a lease, legally withhold rent from their landlord till repairs are made to the unit?
Each state has it's own laws about how and why you can withhold or redirect rent to escrow or a housing authority. In all cases you must notify the landlord in writing of the problem and give him time to fix it. Be prepared to pay rent to escrow.
