CAN a TENANT WITHOLD RENT FROM there LANDLORD IF THEY HAVE COCKROACHES AND NO AIR CONDITIONER?
It depends on the state but in most places you are by law allowed to withhold rent if you have informed your landlord and they have not done anything about it.
