Can I get a temporary card while waiting for my passport that will let me travel to Canada from the U.S?
If your passport application is taking months to process, you may travel to Canada as long as you show your photo ID, as well as proof that you have a passport application in process. This went into effect when the passport process began to take longer, due to the overwhelming amount of applications. Thanks for doing the ChaCha!

A passport is required for travel outside the United States, even to Canada and Mexico.
