Can you explain how emergency powers have strengthened the Presidency?

The most common use of emergency powers is to declare a state of emergency which allows the Federal Emergency Management Agency (FEMA) to bypass normal administrative and jurisdictional rules. This allows the presidency and FEMA to react quicker to threats to the nation then it would be normally possible and as such allowing them more power in reacting to threats.
