Can you put a Windows 7 phone on prepaid?
To use Windows 7 with an AT&T pre-paid card first by a card and install. On the phone, go to Settings > System > Cellular. You'll see a Add APN button. Click on it and enter the following: Name: AT&T APN: wap.cingular username: wap@cingulargprs.com password: CINGULAR1 (case sensitive) Turn off your phone and turn it back on and you should now be able to access the internet on the phone.

About Windows phone 7
Windows Phone 7, or WP7, is Microsoft's entry into the smart phone market. Though late to the party, Microsoft has taken quality control steps that may help it eventually dominate the marketplace. WP7 will be available on AT&T and T-Mobile beginning Nov. 8, with HTC, LG, Dell and Samsung handsets. Sprint will also offer the HTC 7 Pro.
