Yes! EBT cards can be used in all States including the District of Columbia, Guam, and the U.S. Virgin Islands. However they cannot be used in Puerto Rico because Puerto Rico is operating under a block grant instead of the Federal Supplemental Nutrition Assistant Program. ChaCha on!
