You can rehydrate dry tobacco. Pre-heat a steam iron to hottest setting.Place a newspaper on a heat-proof surface. Spread tobacco out. Use the spray nozzle to spray the tobacco with water 1-2 times. Hold the iron above the tobacco. Steam 10 seconds.
