Do brown eyes look better with black eyeliner or with no eyeliner at all?
Brown and plum shades flatter brown eyes. Make sure it complements the color of the shadow. I'd say it looks better with eyeliner.

About Eyeliner
Used mostly by females and dramatic males, eyeliner is a dark colored makeup used to accentuate the eyes. It comes primarily in pencil or liquid form and is a shade of black, brown or gray; but colored liners, like blue and purple, have also become popular. Eyeliner is applied along the top and bottom lash lines.
