Cigars don't really good bad as much as they become stale without proper storage. Some cigars will improve and mellow over the years. The shop shelf life of a cigar is 7 years, but if your cigars are kept at around 22% humidity, they will keep longer.

About Cigars
Cigars are the most famous Cuban export, and the best cigars are still thought to be from Cuba. The United States has banned Cuban cigars since the Cuban overthrow of the dictator Batista in 1959, but many people find a way to smuggle them in.
