About Crime Rate
The crime rate of a neighborhood, town or city is usually expressed in crimes per capita, or per thousand persons. Small towns with a few murders per year can seem especially violent due to the small denominator, which creates a high 'rate' of crime. Be sure to read crime statistics carefully as they can be deceptive.
About Crime
Crime is the breach of rules or laws for which some governing authority can ultimately prescribe a conviction. Individual human societies may each define crime and crimes differently.
