Do you think that budget surplus should be used to pay down the National Debt?
If the United States did have a budget surplus it should be used to pay down the national debt. The amount of debt we currently have is crippling and interest payment alone are a very large part of the budget. Right now, this isn't possible because we have a very large budget deficit. ChaCha On!

About National Debt
The US National Debt is the measure of obligation the federal United States government owes. As of December 31, 2010, the total debt outstanding was $14.03 trillion dollars. The debt has increased over $500 billion ever year since 2003, with excess of $1 trillion since 2008.
