Do young boys try harder not to pee when they're spanked bare bottom compared to being spanked in their briefs?
Young boys are unable to completely control their bodily functions. They wouldn't try harder not to pee from being spanked either on their briefs or bare bottomed. If a child is so scared that they pee then you need a new method.

There is no correlation to boys trying to pee harder if they are spanked with or without briefs on. If they are afraid of being spanked or punished they are liable to pee their pants either way. ChaCha on!
