Are you talking about using WiFi to access the internet on your smartphone, or are you talking about using your phone as a hotspot for other devices like a laptop, or iPod Touch? If you have tethering, then any usage while tethered (the second scenario) does count against your data plan limits. If you are just using a wireless connection (like WiFi at a coffee shop, or in your home) to access the internet on your phone, then it does not count against your usage limits.
