Yes, the lemon oils in the skin that is squeezed and leached out of the lemon rind can dissolve a polystyrene foam cup. Styrofoam is made from extruded polystyrene foam. Fresh lemon, in particular, will cause the melting appearance in the foam.

About Styrofoam
The word Styrofoam is usually used as a generic term for expanded polystyrene foam, like disposable coffee cups, disposable coolers, packing materials, etc. This type of polystyrene is largely not bio-degradable and can remain intact for thousands of years. The Styrofoam used for crafts is sort of soluble in organic solvents.
About Lemon
A lemon is a yellow oval shaped citrus fruit. They have a very distinct sour taste which makes them great for cooking, baking and use in drinks. Lemon juice is also acidic, which not only makes them great for school science experiments, but can be used to cook seafood and useful in cleaning applications as well. Some great ideas for cooking with and/or making drinks with lemons include lemon gelato, limoncello, lemon meringue pie, lemonade, lemon sherbet, and lemon bars.
