Has the federal government most often ended a fiscal year with a surplus or a deficit over the past seventy years?
In the past 70 years (from 1941 to 2011) the government has most often ended with a deficit, having a surplus only 12 times. We are expecting to have a surplus in 2012 and 2013. ChaCha!
