At least 21 deaths in nine states, thousands of people stranded and about 3 million customers were without power along Irene's path which fizzled to a post-tropical cyclone and headed over eastern Canada on Monday. In Washington, President Barack Obama vowed, 'We will make sure folks have all the support they need.' He added that 'it will take time' to recover. The damages are estimated at about $10 billion.
