How can I dress my brother who's 16 to go to a costume he wants to be a girl for the party?
Definitely have your brother wear make-up and jewelery. Stuff a bra and maybe try to get girl's shoes in his size. Then decide what kind of girl outfit he wants to dress up in (dress, skirt, leggings even?). Have fun!
