How can you explain the balance between police power and individual rights?
The powers of the Police are there to protect the rights of the individual. Criminals care about no rights but their own. If a law is violated, no matter how small the violation, it represents the violation of the law abiding citizen's right to live in peace and security. Police powers enable the citizens to feel secure in their right to live in peace. ChaCha!
