How can you make a local server on minecraft without internet?
For Minecraft, if your running off a router & aren't directly connected to the internet, you will need to open the 25565 port w/ port forwarding. What you do is find the IP address of your router, then type that into the address bar of your web browser. From there you can login to your router & do the port forwarding. Look on YouTube for port forwarding. Good luck! ChaCha!
