Christianity Charlemagne viewed himself as the divinely appointed protector, regulator, and executor of the external and internal affairs of the Church. For example, he not only appointed bishops without the pope's permission, he also called imperial synods without even bothering to ask the pope. In 794 he presided at the Council of Frankfurt.
