In campaigning for the presidency in 1932, Franklin D. Roosevelt prioritized a balanced budget prior to the buildup for World War II and was very against deficit spending. However, in order to implement his New Deal, a budget deficit was needed, and he later said that steadily decreasing deficits will turn in time into steadily increasing surpluses.
