The "loopholes" were well known to most politicians at the time the campaign finance laws were voted on. The politicians wanted it to appear like they were doing something but in the end they had to have ways for their donors to get funds to them. It is simply a shell game. The only fix is to have full & immediate disclosure. This solves all the problems.
