When the US was first formed it was decided that the vote would be decided by an electoral college, the results of this was that the popular vote would not ultimately matter. ChaCha! The 2010 Senatorial elections in the United States added a lot more Republicans to the Senate, making Obama programs harder to get passed. Thanks for using ChaCha!
