How do I get internet on an iPhone without a data plan?
If your phone is capable of connecting to WiFi you can connect to the Internet in Wi-Fi hotspots if you don't have a data plan which lets you connect anywhere.

About WiFi
Wi-Fi which is short for wireless fidelity, is a wireless internet signal that can be picked up through a Wi-Fi enabled device. These devices include but are not limited to, cell phones, computers, tablets, TVs, MP3 players, video game consoles and much more. If one or more areas broadcast an accessible Wi-Fi signal than it is given the name Hotspot.
