To catch Dialga in Pokemon Heart Gold, get the special level 100 Arceus and make it the only Pokemon in your party and go to the Ruins of Alph. Go to the research center and talk to the guy who comes out and you go the Sinjoh Ruins where you meet the Sinnoh Champion, Cynthia. She will bring you to the ruins where you can get a level 1 Dialga, Palkia, or Giratina.
