Imagine a beaker is placed on a hot plate. The liquid begins to evaporate and then there is a gradient in the water because not all of the water is reaching 100 degrees C at once. Some of it begins to evaporete, change from state from liquid to gas, while the rest boils. Remember boiling is a characteristic property and once it is reached the temperature stops increasing.
