How do you cut the web under your tongue?
The area beneath the tongue is known as the frenulum, and would be cut for the purposes of removal for a piercing normally by using an instrument such as a surgical razor. It should be noted that this procedure can be somewhat painful and does take a bit of time to heal. ChaCha on!
