The only way to get a Kingdra in Pokemon LeafGreen is to evolve it from a Seadra, which you must evolve from Horsea. Horsea is found on Routes 4, 10, 11, 12, 13, 19, 20, 21, 24 & 25, Cerulan City, Cinnabar Island, Lavender Town, One Island, Pallet Town, Seafoam Island Basements 3 & 4, and on the S.S.
