How do you get surf in Pokemon Diamond?
In order to get surf in Pokemon Diamond you have to clear the psyduck blocking the path outside Solaceon Town and then make your way through the path towards Celestic Town then battle the galactic grunt blocking the cave entrance. Once you go in and look at the markings at the back and a lady who you have to give the old charm to will give you surf.

About Pokemon Diamond
Pokemon Diamond is a role-playing game (RPGs) developed by Game Freak and published by Nintendo. It released for the Nintendo DS on April 22, 2007. The game adds many new features such as Internet play over the Nintendo Wi-Fi Connection, changes to battle mechanics, and Pokémon Contests.
