Preheat oven to 325°F. Grease a 9x13-inch pan with cooking spray. Stir together oats, powdered milk, cinnamon and protein powder. Add remaining ingredients, stirring to combine. Batter will be thick and sticky. Pour batter into 9x13-inch pan and spread evenly. Bake for 15 minutes or until golden brown. Remove from oven and allow to cool. Use a knife to cut into bars. Bars will keep in an air-tight container for up to two weeks. They may be refrigerated if desired. ChaCha on!
