How do you smudge eyeliner?
You can apply eyeshadow in a white ish color over the eyeliner, and it smudges it to make it less dramatic, or you can use an angled eye liner brush and smudge it that way.

About Eyeliner
Used mostly by females and dramatic males, eyeliner is a dark colored makeup used to accentuate the eyes. It comes primarily in pencil or liquid form and is a shade of black, brown or gray; but colored liners, like blue and purple, have also become popular. Eyeliner is applied along the top and bottom lash lines.
