How do you unblock someone from sending emails to a hotmail account?
Reverse your decision by opening the "Options" menu in Hotmail and again choosing "Block Email Users." This time when the column opens, choose from the "Blocked" users side. Highlight the address or addresses you want to unblock. Click on the arrow that says "Remove." You can now receive emails from this sender again. ChaCha!
