States have the power to enact and are responsible for funding welfare programs like food stamps, etc. They get federal govt. funds to help but most of the money comes from the state's tax payers. Policy is made at the state level but often, the fed's try to force more liberal (more expensive) laws on the states as a condition of federal funds.
