Article I, Section 1, of the Constitution plainly states that "all legislative Powers herein granted shall be vested in a Congress of the United States," the "necessary-and-proper" clause, in the eighth section of the same article, states that Congress shall have power "to make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers."
