Fish For a saltwater tank, when all the water has been balanced and is in place, start up the filter system and check for any leaks. Let the tank sit for a day or so to clarify (with the filtration running). Now you can add fish. ChaCha!

It is nearly impossible to establish a salt water tank in anything smaller than a 30 gallon tank. If you are determined to try it, set it up and let it run overnight. Then you can add one or two damsels to begin cycling. It will take about 3 months.
