Incarcerated rapper Lil' Wayne has turned 28, in honor of his bday, which he spends in Rikers Island Prison seving an 8 month sentence for weapons charges, is releasing his 8th album 'I Am Not a Human Being' digitally on itunes 9/27/10 then on CD w/2 extra songs, in stores 10/12/10.
