How many quests for solitude do you have to do before you are allowed to buy the house in the city?
In Skyrim a house in Solitude will cost 25,000 gold & needs to be purchased from The Steward of Solitude. You can only purchase it after completing a quest for the Jarl of Solitude. ChaCha!
