Websters dictionary defines a capital as 'a city serving as a seat of government'. A state capital would be the seat of that states government.
About Rhode Island
Rhode Island is a state in the New England region of the United States. It is the smallest U.S. state by area. Rhode Island is bordered by Connecticut to the west and Massachusetts to the north and east, and it shares a water boundary with New York's Long Island to the southwest. Rhode Island is known for their cold and chilly winters and their hot and rainy summers. The average summer temperature is 83 degrees and the average winter temperature is 20 degrees.

Utah is found in the western United States. It is bordered by Idaho on the north, Wyoming on the northeast, Arizona on the south, Colorado on the east and Nevada on the west.
