The Meiji Restoration would progress rather rapidly to a constitution and an early parliamentary form of government that rapidly modernized an old, medieval society into a nation so modern and rapidly moving forward that the Japanese defeated Russia (Russo-Japanese War) shortly after the turn of the Twentieth Century. After the Meiji Restoration in 1868, the constitution provided for a form of constitutional monarchy based on the Prussian model, in which the Emperor of Japan was an active ruler and wielded considerable political power, but shared this with an elected Diet. There was also an independent judiciary. Cha Cha again!
