How was the problem of determining representation in the new government solved?
When the US government was formed the larger states wanted representation to be determined by population while the smaller states called for a set number from each state. The Connecticut delegates suggested a compromise that settled the problem. Their plan provided for equal representation in the Senate, along with representation in proportion to population in the House.
