How would somebody who is not a citizen on the USA come to the USA?
Most Canadian citizens and many citizens from Visa Waiver Program countries can come to the United States (U.S.) without a visa if they meet certain requirements. Otherwise, you'll have to apply for an immigrant visa. Check out the government's website at: http://travel.state.gov/visa/immigrants/types/types_1326.html for more info. ChaCha on!
