If a childs biological father is not listed on the birth certificate but another man is, does the biological father still have rights to that child?
Father's right vary by state. Most states have a Putative Father Registry that allows the father to let the state know that he is the father in case the mother tries to give up parental rights. In Virginia, a father that is not on the birth certificate has to file a motion for paternity testing with their local court.
