Is liquid eyeliner the same thing as mascara?
Liquid eyeliner comes in a bottle rather like ink, and you must use a separate brush to apply. Some come with one. It is applied above the top lashes. Mascara is applied directly on both the bottom and top eyelashes. They are not the same. ChaCha!

About Eyeliner
Used mostly by females and dramatic males, eyeliner is a dark colored makeup used to accentuate the eyes. It comes primarily in pencil or liquid form and is a shade of black, brown or gray; but colored liners, like blue and purple, have also become popular. Eyeliner is applied along the top and bottom lash lines.
