Was the civil war?
The American Civil War took place from 1861 to 1865. The 15th Amendment of the US was ratified in 1870 (after the Civil War) and says that no government agency may deny a US citizen the right to vote based on race, color, or having been a slave. The time between the two is five years. ChaCha!
